Teddy may very well be a typical Corgi. It depends on how shy he is but Corgis are noted for being reserved when it comes to meeting and greeting strangers.

My Taylor is two and he is not typical Corgi. He adores meeting anyone and goes oiut of his way to do so, though he is a little more conservative now than in the past.

If Teddy is part of a direct human family of four or more and /or has an extended family, he is less likely to be in a shell. I regularly take Taylor to a rest home/hospital and to schools and pre-schools for class visits and this kind of exposure may do Teddy the world of good. Are you also getting other people to handle Teddy ie take him on outings etc.

Teddy may need to gain in confidence and dog sports are wonderful for this and as well, he gets to socialise with other dogs, other humans.
