That's recessive, not submissive. Both the sire and dam have to be carriers and there is a one in four chance a puppy will end up being a fluffy. Fluff carriers can produce litters with not one fluffy or the whole litter can end up being fluffy or there can be a combination of normal and fluffy coats.
