I used a harness for Abby because she was terrified of the leash on collar, even so, she would still baulk, constantly do the flop, become ten tons in weight and refuse to budge, much to the great amusement of passersby and my total despair - No, no she's not tired, we're just having a Stop Walk Meeting,ha ha.
I started using two leashes, one slightly longer attached to the collar, and the other to the harness. This led to some improvement. Once she became used to this, I put a lighter, tighter adjustable collar on her just for walking, still using the two leashes,and gradually removing the harness leash for longer periods of the walk until she was walking on collar leash only.
She now walks really well and only does the flop occasionally (when she says she needs a rest). Her permanent collar is the lighter tighter one, and she only wears the harness in the car.
