I don't blame you for being upset; there are always going to be owners who just don't think ahead and do what they want as long as it "feels right to them". And yet, it was your landlord! Do you think this might happen again?

I don't think there would be anything wrong with you talking "calmly" to her and telling her that Milo is fearful of dogs(and that you are working on this) and to please make sure that this does not happen again. Just tell her you were totally taken off guard by the dog pouncing on Milo. Any decent person would willingly listen and apologize.

There is a dog just 2 houses down from us that is very dominant over Cody.
I avoid that female dog if I can. When greeting her, she can never just start with smelling him, she immediately jumps on top of him and wrestles him until he is on his back. One day I was in the back yard with Cody and she saw him and came barreling over like a horse and immediately jumped on top of him. They now have put in an undergound fence.
