Just rechecked the Pembroke standard and measurement of height is taken from the withers to the ground. The withers is the highest point on Corgis backs on the ridge between their shoulder blades. The standard height is 10 to 12 inches.
Length is taken from the withers to the base of the tail. And the standard says that length should not be more than 40 percent greater than the height.
So Taylor is 13 inches in height and his length (as per above) is 19 inches - which makes him longer than the standard ( 13 inches plus 40 percent = 18.2 inches).
I must say that the true length of a Corgi's body is from their chest to their tail base.
