Welcome Kathy and Sammy. Your golden and white Corgi without a tail is probably better described as red and white or fawn (if he is a very light shade of red) and white Pembroke Corgi.
For an overweight Corgi at three years it is easy to reduce their weight gradually over a fairly short period. It is just like reducing weight for humans - a regime of regular and partially intensive exercising and a reduced size of meal with particular emphasis on lean ,non fattening food items.
Exercising should be 50 minutes to one hour a day. Ideally off-leash to include natural romping and running by Sammy but alternatively, 30 minutes of power walking early morning and another. 30 minutes at some other part of the day/night. Once a week take Sammy for a long haul - one hour to two hour walk or off-leash romp.
The equivalent of one meal day only - can be divided into two parts ie half in morning and the other half in the evening with say, a large quality biscuit at around midday. Meal- less kibble (dry food) more lean meat ( either fresh or fresh from frozen).
