If one was to make a conscientious effort to improve the breed then they would always breed within the standards. I think the point that was trying to be made is that the reason corgis are getting bigger is because some breeders are not maintaining that standard. Perhaps if the national shows would be more strict in following the standards then this wouldn't be happening either. No criticism intended to anyone's dogs or breeders just an observation.
