I believe in the policy of starting off with a strict rule and then later precisely defining exceptions to it.
Some exceptions might be:
1) All legitimate Rescue organizations may post with regards to corgis available for adoption. From what I've seen at Corgi-L, whenever a rescued corgi is moved, s/he is driven from start to finish by a network of people, rather than stuffed on a plane and flown.
2) A breeder who has been "certified" as a legitimate breeder may post regarding pups for sale. If the PWCCA doesn't certify corgi breeders, then certification would be by members checking out the breeder and their facilities, ensuring that they follow the PWCCA code of ethics. The certification can be implemented into a special rank for breeders, allowing them to be the only ones allowed to start threads in a special forum for this purpose. All other forums would be off limits for sales, etc. A similar system could be put in place for rescues (exception above).
