The general rule of thumb I was taught is - a pound per each week old. So Chip weighing 11 pounds at 12 weeks (3 months) is right on target. Around six months though, the rate changes a little bit. Of course overall size and proportion factor into the equation as well. An undersized puppy with finer bone may be a couple pounds shy of the average, while an a larger bigger boned puppy might weigh more. The above rule of thumb works for both Pembrokes & Cardigans.
