Generally, Pem Corgis are quieter when they are puppies and more vocal when they get older. Some Corgis bark to get the last word in ie bark in response to other barking dogs. Some Corgis are quiet in certain circumstances and noisy in others. They are guarding and protective dogs, so they will generally bark at anything that comes into their property - birds, other animals, people.
I have taken all my Corgis to stay in hotels, motels etc - and they have always been on their best behaviour - quiet. So of course, you can train a Corgi to be quieter than one would expect. Corgis are said to be an adaptable dog so they can live very well and comfortably in an apartment - so long as they are taken out for walks at least three a day and two of those being a major walk.
