Corgis "should" be alarm type barkers - that is bark to alert you something is up or amiss. They can get barky due to boredom, lack of stimulation and exercise, which sometimes happens with apartment dogs. Barking can also be an individual thing - some are just more barky than others. I have known of cases where apartment corgis became so vocal their owners were faced with losing their home or giving up their dog or having it taken away. In some cases, de-barking proved to be an answer to their dilemma. Do keep in mind and context these were extreme situations and cases.

Great Danes, doesn't surprise me they would be okay in apartments. Large dogs often don't need as much exercise as smaller dogs do. Greyhounds are excellent apartment dwellers. They do need opportunity to get out and run from time to time, but their general activity/busy level is much lower than corgis for example.

Short answer to your question though, is yes corgis can be fine apartment dogs as they are highly adaptable. I do suggest you not believe everything you see on TV though. On Dharma and Greg, there were two Cardigans playing the role. Dogs are highly, highly trained for TV and/or movies to get the image down that fits in with the show, which is not necessarily reflective of real life living with them. In the Disney version of Murder She Purred, 3 Pems played the role of Tucker, each of them having special apptitude for certain tricks that were needed. On the old TV show LA Law there was once a court case involving a top winning show dog (an Afghan Hound) which had been bred by a "mutt" (a tan pointed Cardigan Welsh Corgi in reality). The resulting litter, which was brought into the courtroom was a litter of Bernese Mountain Dog puppies. So basing a choice of dog breed by what one sees on a television sitcom or drama is not the most academic way to go.
