IF I notice it when talking to someone, I'm not above mentioning it, although I do try to be gentle about it (usually). Having seen the extreme and the health issues that can come with being over weight. As Jessica said, you want to be able to feel the ribs, not see them or count them. You should feel about the equivalent of a "Kraft's single" of "meat" over them.
A slight correction, corgis shouldn't be described as tubular (although some do have more of that shape), but rather egg-shaped. Bigger in the front/chest area and tapering into the narrower behind/bum.
