Maybe if you show her a favorite treat and put it on the bed it would encourage her to climb up the steps to get the treat, even if she does not hop onto the bed...at least getting her on a step or two would be a good start.
Just keep the steps by the bed and she will get used to seeing it there...one day she will just want to be with you bad enough to hop her bunny butt right up them!
