She's a red and white, trust us.

Corgis do not have color varieties in the conformation ring, so that is not an issue. And no sable is not necessarily a dominant. Reds, tris, and sable are basically inherited the same in both Cardigans and Pems, but as Peggy and I both mentioned there are still a lot of questions about sable in both breeds. There are many, many red and white Pembrokes that have been registered as sables in error. It is possible to get sable out of two red and white parents. One theory is that black is needed to manifest sable. So one pure for red parent bred to a red carrying for black headed tri could result in sable puppies. But that's an aside and doesn't change that she's a red and white. What color does her breeder say she is?
