Heavy ceramic bowl in the corner worked for me - now I block The Girls in the whole kitchen and use an oval ceramic bowl and just happen to find a heavy wicker basket the same shape that the water bowl fits in for extra support from tip overs.

maybe try a hand towel under the steel bowl to grab the water??? My sister has a water bowl that is hooked to the 1st horizontal wire in her Pom's crate and he can't turn it over. There may be something like that at Pet Smart or Wally World - that's where she loves to shop.
