It's funny Bonnie - I was going to start a thread on how I have seen so many of the Pems on here with little nubbins for tails.
The breed standard according to the Canadian Pembroke Association for tails is: "as short as possible".
My two have nothin', not even a nub - I'm used to it and I get the salsa dance of love - butt wigglin' - for extreme happiness and other minor variations depending on the level of joy.
I can also tell by their expressions when they are happy - your other dogs have tails, so you just may be more used to seeing them.
