Oh yes she would, especially in OH. Within the breed communities, the good, the bad and the indifferent are known by someone somewhere. Even your "champion corgi breeder" friend is on the radar. She's known.

The problem I see in rescue today is there are too few actual breed people involved and far too many chasing warm fuzzies, jumping on the cause du jour and/or animal rights activists with far too little breed knowledge, dog savvy or animal husbandry fundamentals and lacking in old fashioned common sense. Because I just looooooove, loooooooove these doggies doesn't cut it.

Rescues are just like breeders, you want to make sure you are dealing with someone knowledgeable, experienced and reputable.
