Congrats on the new addition to your household.
Corgi puppies up til they are six months old should not be stair climbing up and down let alone springing off a couch - especially at the younger end of the scale of which Biscuit is at present. So it is better to train him from now not to get up on the furniture. Anyway, this aspect might be what you want in the future ie not have a hairy Corgi up on your couches, chairs and beds. If he wants to get up, pick him up and place him on your lap or with his head resting on your shoulder.
Toilet training is a bit of a hit or miss thing for a short while. But timing is everything. Don''t expect him to toilet straight after each meal but SOON after each meal and any liquid drink (water, cereal). Straight after any short sharp or vigourous or lengthy play inside, take him out for a toilet. Straight after any prolonged nap - outside after a very short burst of welcome and cuddles. When a eight weeks to four months old Corgi gets excited or very anxious(frightened) they may very well want to urinate. So watch out for these occasions. In the meantime confine him mostly to areas which are not carpeted and spread out newspaper in a section of these areas and he might get the drift in a day or two that if he has to go inside it's on the newspaper
