While a lot of corgis do it, so do a lot of other breeds.
And no it's not a herding tatic. It wouldn't be good to have the dog chest slamming the livestock. Cattle would not like it and it would most likely scare sheep.
It's a way that dogs play. I've seen wolves do it. (On tv of course.)
