I think it has to do in what season they are born. If they are pups and taught to go outside and their business in the snow - then they think that's what you do. Riley was the same as Milo - as the snow slowly disappeared she'd hold it until she could find a patch big enough to use! Jem is the opposite - I had some trouble at first as she didn't know where her grass went - but now she'll trundle out into snow deeper than her legs and squat!
