Hi Merrie,
Yes, the restraint strap is pretty configurable. When Trev is riding with just me in the Ranger, he's up front (airbag OFF, of course) and the strap is fastened to the seatbelt shoulder strap. This works OK because the combination of the floating harness design and the swivel hook keep him from getting tangled up if he turns around in a circle. If he is riding with both of us, he's in the backseat of the Tundra, and is fastened to the center lap belt.
