In the US that's referred to as blowing coat. Baby wipes (yes those modern miracles

) are kept on stewards tables for the judges to wipe their hands.

Usually more right before they start blowing. A top coat, if the dog and its coat are in good condition and healthy will continue to have its sheen.

IF all the undercoat is brushed out, what one sees is pretty much what is there in the dog, no undercoat left to maybe sculpt a little here and there to hide or emphasize a feature. Now if one would leave sections or clumps of undercoat in, then a dog could look "lumpy" maybe. Many a dog gets a big win because of their outstanding structure because it isn't hiding underneath all the coat.
