The witheres is the top of the shoulder blades.

At 6 mos. the average weight would be 20-24 lbs. So yes, she is small.

Also a corgi has most of their height by 6 mos. If they gain more, it's maybe another 1/2 inch.

As for her being a runt, maybe maybe not. A runt is a sickly puppy that is not doing well. Usually small due to that. However just being small does not make a puppy a runt. If they are healthy, eating well, gaining and growing the puppy is not a runt.

Puppies like human siblings can be different weights at birth. Also, a small puppy at birth can grow to be as big as it's siblings. I've had that happen with a few puppies I've had in litters.

It does sound like you've got a small sized girl though. I doubt she'll get much bigger. Her adult weight will most likely be around 18 lbs.
