Thank you for essentially being a foster home for this left behind corgi boy. He definitely has some behavioral baggage he's carrying from his life before he claimed you as "home." I work in rescue for both breeds of corgis and the reality is not all corgis are the Disneyesque version/picture that some have the picture they are or protray them to be. Nothing you have mention about your boy is uncommon in the histories we get in rescue.
Two options here:
1) IF you were to decide you want to keep him, then there are many training suggestions and ways to help turn him around to where he could become a more solid family dog. It would take time, work, consistency; but I believe you could do it.
2) IF finding him a new home is what you believe to be best, then I'll be happy to see what I can do about finding you some rescue contacts. I am also an owner of the Corgi Rescue which has a national membership and will be glad to post him there. IF you'd like to send me a Private Message with specific details of contact information, as detailed a history of your corgi as you can piece together, name, color, is he neutered, etc. I can get him posted. Foster care would give someone a chance to work with him, get him started on some training and homes will be carefully screened to match what he needs. Responsible rescuers do not randomly place corgis with anyone who thinks they want one, so he will be placed in home that understands him and his needs.
As for corgis in South Carolina, there are many there and a number of reputable breeders along with some internationally respected corgi breeder judges. The regional Pembroke club I belong to has its base there. I can tell you about the other kinds of breeders too, as we often have their dogs in our rescue program.
