I have never had any of my Corgis 'fixed' but a Corgi is no different from any other breed of dog as fas as neutering goes. After he has turned six months seems to be ok.
Rocko's ears should be erect by the time he is 12 weeks old. If not wait a couple of weeks and if still floppy then you will probably have to tape - which is a special managed process in trying to get Rocko to fully utilise those wonderful ears.
