Well my 9 month old Cardigan girls are getting at least that much and I'm having problems keeping weight on them. They're also getting frozen Bil-Jac and a Nature's Variety "patty" and they're staying lean and muscled. My four month old Cardi boy and three 10 week old puppy girls are getting close to 2 cups a day and their weight is just fine.

Recommended amounts on a dog food package are going to be for much more. I just checked a bag of puppy kibble here and at that age, 2 1/2 to 3 cups was the recommended amount.
