Well, you and your Corgi are lucky because there aint much better food than Royal Canin on the market. Now RC is noted for producing 'lean' food - and many people find it necessary to give their dogs more than they would if fed many other products. As I said go by the producers recommmendations which are comprehensively displayed by RC - and if this falls short ( a Corgi pup should be a little chubby) then increase the measure accordingly.
I woild also add a little cooked fresh meat (especially ox/cattle/sheep hearts) or fresh from frozen meat and a table spoon or two of cooked brown rice - these two items are bulk producing and the meat is especially tasty. And a Corgi loves TASTE. Maybe that is what your Pem is lacking and therefore projects a message of dissatisfaction rather than hunger.
