Well in 2006, 10,250 Pembrokes were registered and 934 Cardigans. That doesn't count the ones that were not registered or were registered with other registries such as UKC, APRI, ConKC, WWKC, etc. And IF one believes the numbers and breed identifications on Petfinders (remember I said IF one believes them) then your numbers might be close.
