It depends on what it is. If it's a gasping/honking type noise, it could be a reverse sneeze and that's a normal thing. It comes on and goes away on it's own.
Labored breathing that goes on for sometime, and maybe with panting means the dog might have any number of conditions coming on. Heart problems comes to mind right off.
Might be a good idea to have your vet look at your dog and make sure everything is ok. With the older ones you just never know. Things can come on pretty quick.
