Like Debbie says, call a vet. In New Zealand you can phone a vet or speak to his/her nurse/receptionist (who have some veterinary qualifications anyway) and get free advice for a host of questions.
I would say that no action need be taken for a pup consuming the end bit of a cigarette but to be on the safe side, the Glencorgi treatment might do the job. I know that cigs contain two hundred poisons but the real adversity with them is in the smoking down through the lungs rather than in swallowing a small section of the dreaded thing.
