Yes, if they're not standing on their own now you should tape them.

What I do is roll the ear into a little devil's horn and wrap white adhesive tape around the base of the ear. Each ear individually.

Yup, sounds like he's just going to be on the small side. If he's healthy and not thin then don't worry about him.
