I agree they should, however, the vast majority of cities don't. And most it's the bottom line they're intrested in, not intrested in giving discounts. And most don't understand what a CGC, CD or any other title means.

The US is not necessarily a dog friendly country. Dogs are not welcome in stores, (other than pet stores), resturants, some parks, etc.
