It is a double recessive mode of inheritance for both breeds of corgis, except in merle Cardigans. Bllue eyes are only acceptable in blue merles for Cardigans, although they do occur in the other colors.

While blue eyes do happen, and I've seen several corgis of both breeds with them (excluding the blue merle CWC's), they don't happen all that often.
