We have small and large parks availabler for dogs but none are fully enclosed.
Dirt parks for dogs would be a poor choice but I guess in sone parts of the world grass is difficult to grow with the hot climates and lack of rain or management.
Hey, this will make some people envious. A two-three minute drive from my house and you're on the river trail - 20 miles with dogs allowed off-leash and incorporating a river and many streams suitable for swimming, several well grassed parks with three of them very large (again dogs allowed off-leash), bush/forest walks, a beach and sand. I live within a radius of four cities with the furtherest away, a 20 minute drive.
