Yes, I think we need more information to offer much help:

Is she familiar with the dog she bit, or was this the first time they stayed together? Did your friends say if Chloe was picking on their dog before the bite, or was their dog picking on Chloe? Food or toys involved? (As someone else mentioned, two intact females will sometimes fight and draw blood.)

Have you socialized her with other dogs while she's been growing up? If she's grown up as an "only dog", she is less likely to want to be around other dogs.

Not getting along with the cat in not terribly surprising. I think the cat decides whether or not to be friends, more than the dog does. Charlie likes all my cats, but two of my three cats avoid him (and they learned with the rottweiler not to run, and the dog won't chase). One cat and he are "buddies", even though he'll put the cat's entire head in his mouth while playing. (He has never bitten the cat.)

I read in your introductory post from last Spring that you have 5 children who are now 3-13 years old. No problems with the dog biting or nipping them, I hope? Are the children or your husband playing rough-house with Chloe, which might make her more likely to bite too hard?

Has she been to obedience class, or have you self-taught her sit, down, wait, etc.? Your entire family needs to be consistent with training and exercise.

Lots of questions for you for the forum members to give you targeted advice. Most importantly, if your friends saw the bite occur, what were the details leading up to the bite on their dog?
