Others have given you some good advice. But no I don't think she bit the other dog because she wouldn't play with her.

I think it's her age for one thing, if there's going to be trouble it usually starts between 12-18 mos.

Second, she might be coming in season. They can get quite crabby when they come in and during a season. You might have 3 weeks yet, so might be a good idea to see about getting her spayed right away.

As for the cat, my dogs are fine with my cats. Some corgis are and some like to chase them. You can teach a dog not to chase a cat, scold her every time she does it. It helps if the cat will stand up for herself too.

As for liking other dogs, the breed doesn't really matter. Some corgis like other dogs and some do not. You might have one that doesn't like other dogs. Or she just might not like other females.

Or it could be she's was taking advantage of an older dog, if she's an alpha wanna be she might want the position.

I'd keep her away from the other dog. Chances are she's not going to make up and play nice with this dog.
