Well I for one am confused. The UCI was the only world organization I was able to find, which had a US branch organization. It looks like that group is all about showing and international titling of pure bred dogs.

The other world organization which you two (Peggy & Michael) already brought up, is the FCI, which the US does not have a branch or association.

There are several international dog registries (versus organizations) where an individual dog owner may be able to register their dog in another country as a purebred, but the AKC registry is stand alone and would not be paying fees to another registry. Those are individual owner registrations.

I did read that the AKC was invited to attend the 2007 World Dog Show held in Mexico earlier this year, but that was a one time event which did not require any "membership".

Anyway, as stated, I'm now confused. Michael could you clarify your point and list the organizations or groupings you are referring to? Otherwise, I'm completely lost as to the relevance of this discussion.
