Problems with puppy Agression, Biting

Hello all. I have Maggie now for two weeks. She is between 9 & 10 weeks. She is play biting, nipping (which I know is instinctive) , and being agressive with me & my girlfriend.
I have tried various things ( redirection, holding her mouth closed when she is agressive) nothing was working. I figured out that I should get down to her level and growled at her when she got out of hand. At 1st, she jumped out of her skin, and became submissive. Now after a couple of days of this, she is getting frustrated, and has become bossy about it, snapping back and howling in some sort of realization that she is trying to maintain control.
I want to instill my leadership is this house, and I want to know if anyone has advice. Do Corgi pups grow out of this?
