In a nutshell, the Cardi is more "sensible" and more refined in reacting than a Pem - and that is probably major reasons why the Pem is by far the more popular of the Corgis. Overall, The Pem has a more expansive personality because of these factor in comparison to the Cardi. It's a bit like the comparison between a Jack Russell and a Fox Terrier - but not such a stark contrast.
