I'm not certain I quite comprehend what you are saying, however, if you think Will is unable to carry out agility or herding...you've never seen Will move.
I should mention that in the few shows Will has been in I've gotten very good feedback from other handlers and breeders. However, none would tell me how to train Will to carry his tail down even though they implied they had worked dogs with similar tail issues. Also, remember, Will's issue is carriage not set.
