Outside Corgis

Somebody I know has come to me asking if it's acceptable to get a corgi and keep it outside 100% of the time in Texas heat (apparently, his still lives with his parents and it's their idea to keep the dog outside). Now I have told him what I think of this already. I am 100% against it. In this day and age, I don't believe there's a good excuse to keep any dog outside. I can't understand wanting to get a dog and then isolate it from me by putting it outside. I want my dogs with me in the house. They are my companions.

Anyway, I am posting this to get others' opinions on the matter. Do you think it's acceptable to make a corgi live outside, away from its owners?
