Pip did the same thing until he was about 1 1/2. He used to enjoy just DESTROYING things and would then try to eat it. The only thing I can suggest is taking away the toys when you can't watch. I had a bag, put every single toy (except his kong and a couple of very hard balls) in it, when he couldn't be supervised, and he had supervised play time only. As the trainer suggested, I would warn him to play nice and take the toy away if he continued tearing it up. I still have to do this sometimes. Even then he twice gulped some pieces when I couldn't get them away fast enough. Very worrisome waiting and not pleasant, if they don't pass and come out. My vet said obstructions often don't show up on x-ray. Luckily, for me they were eventually vomitted up and surgery wasn't needed. The only toys he did not destroy were kongs and the really hard made for dogs tennis balls.
