Charlie would definitely run up to someone's car to say hello. He (like some others) hasn't figured out how to get into a car by himself yet, but I expect that he would let some friendly person pick him up...especially if they had a treat.
From watching his behavior at the dog park, it wouldn't take much for someone to just clip a leash on him there and walk out. I watch him every second!
