A recessive gene causes the fluffy coat. It's not terribly uncommon, but is a conformation fault, so fluffies should be spayed/neutered (not bred).

Jaime is planning a litter in March. She probably already has a waiting list, but since she does the annual Corgi picnics, she knows all the area/state Corgi people and should be able to put you in contact with other breeders in the area.

Of course you will eventually find one. Especially since you said you are willing to wait up to a year.
