In our area the dog can not be tied out for longer then a certain time, they have to have adequate food and water and a dog house for shelter. A tree, the underside of a deck etc, don't count. It has to be a dog house. Check your local dog ordinances ASAP and see what they say-you might be able to get him on other infractions too.

If the dog leaves the property again and enters your yard, call your local animal shelter right away. Tell them the dog is consistently loose and runs at large. Say that it is harrasing your own dogs. Put it in a kennel or crate and wait for them to come get the dog.

At this point, the dog is better off in the shelter where a caring person might adopt them or a breed rescue can take them in. The way you describe it, the owner won't want to spend the money to get the dog out anyway.

Also you can report the times when the dog was retrieved by the owner and the violence you saw. Unfortunately, like many people, you let it happen without reporting it and that may just cost that dog in the long run. It now has a fear of being abused, has concerns with men and the abuse that you saw may be the tip of the ice berg.

My best advice-be proactive and as soon as you see abuse-report it!
