a few dogs will fight. It entirely defeats the purpose, but owners should not let their dogs off leash in dog parks if their dogs are known to start or pick a fight or react viciously to any hint of intimidation or adversity.
I was walking Taylor and Connie yesterday in a quiet new housing area and a dog off leash was sitting nearby. One of his owner's called to him in seeing me and the Corgis and both Taylor and Connie gave the dog a wide berth and looked anxiously behind them. Obviously the dog was not of a steady nature. Corgis like Taylor and Connie know which dogs to avoid and not to make close contact with.
