I agree that the person with the rat terrier should have left after the first incident. Better yet he should not be bringing his dog to dog parks. I'd bet he knew what his dog is capable of and IMO, he should not be letting him loose anywhere.

Some dogs just do not get along with other dogs and those dogs should be kept on leash or only let loose in their own yards where there are no other dogs.

Are there any rules for this park? Someone to report him to if he should come again?
