Most dog parks are regulated by peer pressure. There are City Park Police here where someone could call the non-emergency 311 for city services to complain. I would expect them to be so understaffed that they would take forever or not show up. I'd also bet though that if you told someone with an aggressive dog that you were calling the Park Police and pulled out your cell phone and started dialing, they would probably leave.
