I put my foot down. I was walking this huge Bull Mastiff-Great Dane cross for a woman who couldn't handle him. The dog is a danger to any other dog in the universe. So I insisted he must be muzzled or else I am not exercising him further. The owner can't find a muzzle to fit this giant of a dog. So I said to find someone else to walk him. I am not going to walk a loaded gun even though I got a lot of co-operation out of him in using Cesar Millan methods. With a muzzle, he can't bite or kill other dogs - unless he sat on a toy dog - and he could run around unleashed which is what he needs.
That's probably the answer - any dangerous or aggessive dog should be muzzled when off-leash in public. That would stop the fights and the risks - so that Chip's Mom and others can give their Corgis the thrill of off-leash pleasure at dog parks etc
Go Corgi members discovered that in Italy around 90 breeds have been declared dangerous and if you take a dog from one of these breeds for a walk etc in public, they must be muzzled. That is going far too far and is ridiculous but it is along the lines that may need to be implemented in certain circumstances.
