That's probably the answer - any dangerous or aggessive dog should be muzzled when off-leash in public. That would stop the fights and the risks - so that Chip's Mom and others can give their Corgis the thrill of off-leash pleasure at dog parks etc
Go Corgi members discovered that in Italy around 90 breeds have been declared dangerous and if you take a dog from one of these breeds for a walk etc in public, they must be muzzled. That is going far too far and is ridiculous but it is along the lines that may need to be implemented in certain circumstances.
And Corgis are on that list of 90 breeds in Italy.
